When a bill is supported by strong research, a Surgeon General’s report and an overwhelming majority of Americans—what happens after it is introduced in the Minnesota State legislature? “Sex Ed and the State” is a documentary about a comprehensive sex education program in public schools. Minnesota lawmakers give interviews, along with advocates, opponents and nationwide stakeholders in the debate over the best strategy to fight adolescent pregnancy and sexually transmitted diseases. The film, directed and produced by Phil Winkle, a graduate student at the University of Minnesota, says “Public health policy doesn’t always reflect public health data and despite polls that show widespread approval of comprehensive sexuality education in public schools, supportive legislation somehow fails to pass into state law.” This film shows how and why.
